 Director, The Institute for Job and Occupational Analysis (IJOA), 10010 San Pedro, Suite 440, San Antonio, TX 78216 (since June 1993). Supervises professional staff of 20 (San Antonio and Alexandria, VA) including four graduate student assistants, in conducting research and development projects in support of Army and Air Force active duty, reserve, and Air National Guard training evaluation and occupational analysis projects or new OA technology development. Also supervises on-going (Sept 1994 - present) development and assessment of the Air Force Survey Authoring System, used to master computer-based occupational and job surveys, and supporting subsystems. Supervises on-going operation of the U.S. Army Occupational Analysis Program studies under the ODARS contract (June 1998 - present), and conducts special studies as needed (such as U.S. Army Sergeant Major Academy Common Enlisted Soldier Task survey, Battle Staff, Air Force Joint Strike Fighter Training Requirements, etc.). Supervises testing of internt-based OA surveys using the GenSurv software.  Other specialized projects as required.  Received the International Military Testing Association's top honor, the Harry S. Greer Award, in Rotterdam in 1994 for sustained professional contributions.

PREVIOUS EXPERIENCE:

Senior Technical Staff, McDonnell Douglas Astronautics Company (now McDonnell Douglas Aerospace; subsequently became part of the Boeing Company), San Antonio, Texas (2 January 1985 - 31 July 1996; half time Oct 93 - Jul 96) - Provided, with two other MDA employees, San Antonio area liaision, scientific and technical support for the Air Force Training Decision System (Jan 85 - Jul 96) and Training Impact Decision System (Jun 93 - Jul 96) contract research programs: Design and development of a computer-based decision support system for use by USAF training decision makers under Air Force Human Resources Laboratory contract. Also served as consultant for front-end analysis of occupational training requirements for the Advanced On-the-Job Training System R&D (AFHRL contract with Douglas Aircraft, Bergstrom AFB, TX; 3 month effort) and planning for AOTS implementation (wrote plan, 3 month effort). During 1985, completed (with Dr. W. E. Driskill of Metrica, Inc. as principal investigator) a study of the use of task performance measures as a criterion in training evaluation (six month effort).

 Chief of USAF Airmen Analysis; Occupational Analysis Program, USAF Occupational Measurement Center, Randolph AFB, Texas (January 1977 - December 1984) - Directed 14 occupational analysts in studies of occupational survey data involving 52 Air Force specialties per year for implications in selection, classification, and training for all enlisted personnel in the USAF. Results used in Air Force-wide Utilization and Training Workshops for making critical decisions on changes to specialty documents and training programs. Additional duty: As senior military officer (Lt Colonel), in the absence of Commander, served as acting commander for administrative actions, unit planning, and support; represented unit in senior staff meetings; etc.

 Doctoral Student, Purdue University, West Lafayette, IN (June 1974 - December 1976)

 Executive Officer, 3700th Occupational Measurement Squadron, Lackland AFB, Texas (January 1974 - June 1974) - Provided executive management support to the squadron Commander with responsibility for planning, personnel management, resources acquisition, and administrative support for an organization of 80 professional staff members (test psychologists and occupational analysts) and 45 support staff.

 Chief of Review - WAPS Test Development Program, 3700th Occupational Measurement Squadron, Lackland AFB, Texas (June 1971 - January 1974) - Directed professional quality review of Specialty Knowledge Tests (SKTs) and Promotion Fitness Examinations (PFEs) developed by test psychologists with teams of subject-matter experts for use in the Air Force enlisted promotion system. Supervised six Air Force civilian test reviewers (GS-180-12), plus two scientific aides (research section). Conducted research on the reliability and response characteristics of promotion tests.

 Executive Officer, Civilian Institutions Division, the Air Force Institute of Technology, Wright-Patterson AFB, Ohio (June 1969 - June 1971) - Responsible for personnel and budget planning for the Civilian Institutions Division programs; managed a budget of approximately $6 million per year for student tuition in civilian institutions; provided administative support to division chief and a professional staff of 12 program managers.

 Program Manager, Social Sciences, Civilian Institutions Division, Air Force Institute of Technology, Wright-Patterson AFB, Ohio (August 1966 - June 1969) - Placed Air Force officer and enlisted (Airman Education & Commissioning Program) students in undergraduate, masters, and doctoral programs in civilian universities and monitored their academic progress. Programs managed included psychology, police administration, economics, geography, public relations, political science, public administration, and all scholarship students as well as those preparing for the USAF Academy faculty.
