 EXPERIENCE:

 1994-Present: Research Associate, The Institute for Job and Occupational Analysis, San Antonio, Texas. Provid technical services in the development of enhanced knowledge- or equipment-based task clustering in direct support of several Air Force research and development programs; continue research on the reliability and validity of various types of ratings scales used to collect occupational analysis information; serve as an advisor on computer-assisted occupational surveys; and provide technical advice and suggestions for several additional lines of research, such as aerospace physiology refresher training, training evaluation surveys, and OJT time estimation.

 1978-1993: Senior Personnel Research Psychologist, Air Force Human Resources Laboratory (later designated as the Human Resources Directorate, Armstrong Laboratory), Brooks AFB, TX. Had direct responsibility for planning and providing detailed program specifications and guidance for a major rewirte and expansion of the Comprehensive Occupational Data Analysis Programs (CODAP) system via Research and Development (R&D) contract, with contract funding of approximately $275,000 per year from 1983 through 1992, in order to provide analysis software support for major AFHRL research projects in performance measurement, basic skills assessment, training decisions systems development, and to support the Air Force operational occupational analysis program at the USAF Occupational Measurement Center, Randolph AFB, TX. Responsible for major extensions of occupational analysis technology incorporated into the CODAP system, including profile analysis techniques, nonhierarchical clustering, task clustering programs to complement existing job (person) clustering programs, semantic clustering techniques, hierarchical clustering of regression equations, multidimensional scaling, automated techniques for selecting significant job types, automated/interactive procedures for developing job knowledge test outline specifications from occupational survey data, and other major innovations.

 1975-1978: Test Management Psychologist, USAF Occupational Measurement Center, Lackland AFB, TX. Served as final professional and technical authority on the adequacy of job knowledge promotion tests for approximately 40 Air Force enlisted career ladders; scheduled tests for revision; provided guidance to test development psychologists and reviewers; approved final test item selections; final release authority for operational use of tests; monitored test validity and reliability from examination of administration results; handled complaints about test items from all levels, including Congressional inquiries; conducted operational research project to develop automated procedures for use of occupational survey results in specification of test outlines; and supervised teams of subject-matter specialists in performing minor revisions of job knowledge promotion tests.

 1967-1975: Part-time Instructor, Our Lady of the Lake Univesity, San Antonio, TX; taught undergraduate courses in philosophy and tests and measurements; taught graduate course in psychological testing.

 1967-1975: Personnel Research Psychologist, Air Force Human Resources Laboratory, Lackland AFB, TX; conducted research and development of new occupational analysis technology; performed job analysis of a large number of enlisted occupational specialties in order to delineate existing job structures and make recommendations for job classification changes to managers of the Air Force personnel system; assisted Dr. Raymond E. Christal in enhancing the capabilities of the CODAP system and in transferring the CODAP technology to all the U.S. armed services, to various other government agencies, to allied military serices, to universities, and to industry.

1962-1967; Test Development Psychologist, Air Force Personnel Research Laboratory, Lackland AFB, Texas. Worked as team leader with groups of senior subject-matter specialists to develop batteries of job knowledge tests to be used for upgrading Air Force Enlisted Personnel under the Weighted Airmen Promotion System.

 1961-1962: Teacher; Brazosport ISD, Freeport, Texas (6th grade)

 1959-1961; Research Assistant, Bureau of Educational Research, University of Houston, Houston, Texas. Assisted Project Director in developing research design, in constructing and selecting test and survey instruments, and in analyzing data for a federally funded project to teach high school physics by television to quasi-experimental groups exhibiting a variety of demographic characteristics.
